Florida’s roofing code (the Florida Building Code, which incorporates the “25% roof replacement rule”) historically required that if more than 25% of a roof’s surface area needed to be repaired or recovered within a 12-month period, the entire roof system had to be brought up to current code — not just the damaged section. The idea was to prevent a patchwork of old and new roofing materials, code years, and attachment methods on a single roof.

Why this changed — and why it still matters

Florida has adjusted this rule in recent building code and insurance-law updates, and it’s been a point of ongoing legislative attention because of how directly it affects insurance claim costs. Even where the strict 25% code trigger has been narrowed, insurers, adjusters, and roofing contractors still use “25%” as a practical benchmark when evaluating whether a damaged roof should be repaired in sections or replaced in full — and it still shows up constantly in claim disputes.
